How the tax is figured

  1. The Shelby County Assessor sets the appraised value, an estimate of what the property would sell for. Every property is reappraised every four years; the last reappraisal was in 2025.
  2. State law taxes only part of that value, the assessed value: 25% for homes and farms, 40% for businesses.
  3. Each government multiplies the assessed value by its tax rate, written in dollars per $100. Shelby County taxes every property in the county. The City of Memphis taxes property inside the city, and suburban cities set their own rates.

Memphis owners get two bills: one from the City Treasurer for the city tax and one from the Shelby County Trustee for the county tax.

After a reappraisal, Tennessee law sets a "certified" rate that would bring each government about the same total money as the year before, so rates fall when values rise. A government can then adopt a higher rate. That's why both rates dropped in 2025, when appraised values rose about a third on average.

What this estimate leaves out

Your actual bill from the City Treasurer and the Trustee is the final word.
